Federal law governs this restriction. Under the federal Gun Control Act and ATF guidelines, licensed retail employees selling or transferring handguns must satisfy federal age minimums, while corporate insurers require that associates handling ammunition, black-powder supplies, hunting cutlery, and serialized firearms carry full adult legal responsibility. Store management does not allow 16- or 17-year-old floor workers to cover lunches or run registers within the gun department under any circumstances.
The role also demands technical competence. Hunting counter staff verify photo IDs, conduct background paperwork via Form 4473, log serial numbers, and adhere to mandatory waiting-period filings. Because a paperwork violation can jeopardize a location's Federal Firearms License, Academy requires full adult accountability and rigorous compliance testing for anyone stationed behind the gun case.
